ABSTRACT
Artificial Intelligence (AI) has transitioned from a niche computational tool to a foundational pillar of modern civilization. This paper investigates the intersection of AI development with social responsibility and public policy, advocating for a shift toward inclusive, value-based growth. While AI offers unprecedented opportunities for economic efficiency and scientific breakthrough, it also poses systemic risks regarding algorithmic bias, labor displacement, and the digital divide. This research explores how robust policy frameworks can steer AI toward the "public good" by embedding ethical considerations into the development lifecycle. Through a qualitative analysis of existing literature and policy trends, the study concludes that a collaborative, multi-stakeholder approach—grounded in transparency and human-centric values—is essential for ensuring that AI acts as a catalyst for equitable global development rather than a driver of socioeconomic stratification.
